Rather than spew personal guidelines at you, here are just a few pages that have already done it.

• The Maricopa Center for Learning has a Writing HTML tutorial that includes "Some Points to Consider When Using Graphics" in the middle of the Graphics a la Web lesson.
  
  
• The Yale Web Style Manual has plenty of advice on optimal use of graphics. This site includes well-designed examples to show you what really makes a difference. Favorites are: summary of graphics file formats and importance of height and width tags.
  
  
• Jeffrey Glover's Sucky to Savvy includes most of our pet peeves. If you have time & a bordering-on-sick sense of humor, browse around a bit.
  
  
• Web Design Group (WDG) Design Elements includes Style Guides, Introduction to Frames, Standards for HTML Authoring, Accessibility, Image Use, JPEG -vs- GIF?, Using Transparent Images, Color Palettes and Usage.
